Micrsoft removed support for the program referenced in the video several years ago when they ended support for W7.

 

I have the 32-bit file you need on my Skydrive folder, which I have shared the link with you below.

You want the file labeled Windows Mobile Device Ctr-x86.zip

 

Download, unzip and run the file.
