i am not able to update ralink bluethooth  adapter

The Ralink BT adapter is not supported in the newer builds of W10.

 

You can either use a USB BT adapter or replace the Ralink Wi-Fi card with this dual band model that has Bluetooth and works on W10:

 

Broadcom BCM4352 802.11ac 2x2 Wi-Fi + Bluetooth 4.0 combo   HP part # 724935-001
