Your notebook does not have the required WWAN adapter hardware needed to connect to a cellular network.

 

All the SIM card does is to allow you to use your cellular provider's network.

 

You have to buy and install one of the supported WWAN adapters listed in chapter 3 of your notebook's service manual.

Make sure the antenna wires are in the space where the WWAN adapter goes before buying one.
