If I had to guess, the Bluetooth module in your HP ProBook 6550b is defective -assuming your laptop was fitted with one and it used to work.

Here is a YouTube instructional video showing how to access the Bluetooth module -go to timestamp 1:27, the Bluetooth module is hiding beneath the small cover bottom-left: https://www.youtube.com/watch?v=Am6na_9HDww.

Another option -and one I would actually recommend restoring Bluetooth connectivity for your legacy laptop, is to simply purchase a Bluetooth dongle which fits in one of your USB ports, which looks like this:

My previous response assumed that you already tried troubleshooting your Bluetooth, such as explained here: Bluetooth is Not Working in Windows 10: Restore it in 5 Steps (windowsreport.com).
