ive tried "add a device" and "add bluetooth device" but my laptop cannot see my mouse. then mouse has a new battery inside and has the usb connector that it came with correctly connected inside. ive pressed the blue "connect" button - both transiently and ive held it pressed in while the laptop lloks for a device, all to no avail.

any ideas?

Don't worry as I'll be glad to help, I have a few troubleshooting steps we could try to fix the issue:  

The mouse your trying connect is plug and play and its work with USB receiver not with Bluetooth. 

See the below setup: How To Connect USB mouse.

I've found this YouTube video: https://www.youtube.com/watch?v=OVRqBMHRx4Q which shows how to connect the HP z3700 wireless mouse.
