Operating System: Microsoft Windows 10 (32-bit)

I have a n Officejet Pro 8710 that I want to introduce to my laptop which was recently upgraded to Windows 10.

I have tried all the data I can get from the 8710 and the laptop can not detect the printer after many attempts.  I have used tethering in the past, but my tether wire seems to be compromised since the rapid idiot can't detect the printer saying it is offline, which it is powered up and copying and scanning as usual.

The rapid idiot asks for an IPP address and all I have is an IP address on the printer.
