The RT3290 is no longer supported in the newer builds of W10.
You will need to use a USB Bluetooth adapter or replace the card with a different model supported for your notebook.
Here is the link to the only W10 driver released to HP by Ralink/Mediatek and it is around 10 years old.
MediaTek (Ralink) Wireless LAN Adapter Driver
5.0.57.0

Unfortunately, it will do you no good.
