You're very welcome.
Around a month has gone by since I replied to the original post.
During that period, HP has released an updated BT driver:

Cool. I discovered at driver-spam sites that there is 1.10 series driver for Realtek BT4. It was never released for Pavilion laptops with these chips. Thank you for posting a safe link here!

Unfortunately, things got much WORSE.
After installing 1.10.1061.3021, Bluetooth started seeing mice after wake-up. But still with a significant delay. Somewhat between 30sec~3 min...
But after installing 1.10.1072.3000, it does not see them anymore after wake-up. And the worst thing is that in the Bluetooth tray icon menu "turn on/off" option has disappeared, making is difficult to restart the thing. The option got hidden in windows Configuration panel, which is pretty stupid design.
