I had a similar problem with my HP Spectre.  I solved it by changing the security on my wireless router from "WEP" to "WPA or WPA2".  Apparently Microsoft and Intel are getting rid of support for WEP security, and on some Win 10 machines with certain chipsets and drivers the first step in getting rid of WEP is that WEP downloads have become slow.  My older devices all worked fine with WEP, it was only my machine that was slow.

Hi,

Thank you for your post. We do not using WEP security. I read all the links, unfortunatelly none seems helpful, and i can not accept a full system retore as a solution.
