Hi,
There should have been a software utility on your notebook that would have allowed you to create 1 set of Recovery Media, however as the HDD has failed, this is not an option any longer.
Regarding the cost, a brief overview of what you need to do is detailed below.
Your notebook is listed as coming with a 500Gb Hard Drive, but you can just as easily install a 750Gb HDD if you want a bit more space - the drives on the following links are examples that would be fine for your notebook.
The procedure to replace the Hard Drive starts on Page 54 of your Maintenance & Service Guide.

Regarding reinstalling the Operating System on the new Hard Drive, there are two possible options.
1. You can order a replacement set of Recovery Media using the link below - this will reinstall the operating system, all required drivers and nearly all of the original software ( the exception often being trials of MS Office ). They will also re-create all the original partitions, including the Recovery Partition. The cost does vary a little depending where you live, but they're generally inexpensive.
2. Download the Windows 8 Image file on the following link - note that this Image file is subject to a download cap, so you may need to try over a period of a few hours before the download starts successfully.

You can create a bootable Flash Drive for this Image using the free application below.
The product key for Windows 8 is encrypted in your bios chip and will be automatically read during installation.

Hi,
The 24 character error code for the long Disk Self Test ( DST ) would indicate that the Hard Drive is failing and needs to be replaced. This is also consistent with the start-up issue.
If your notebook is still under warranty, contact HP and arrange to have the drive replaced - you can check your warranty status Here.
If you live in the US, contact HP Here.

If you are out of warranty and would like a guide on replacing the Hard Drive yourself, please let me know.

Hi,
Yes, the new drive you install will not have an operating system installed. You will need to reload this on the new drive using your set of Recovery Discs - the procedure can be found on the following document.
