Hi,
Very weird issue. May be some driver or hardware issue.
Try..
Do a hard reset: https://support.hp.com/in-en/document/c01684768
Reload BIOS to default and try clean installing Windows 10 by creating bootable installation USB using Microsoft windows media creation tool:
https://www.tenforums.com/tutorials/1950-clean-install-windows-10-a.html
Reload BIOS default: https://support.hp.com/in-en/document/c00034791
Additional drivers from here: https://support.hp.com/us-en/drivers/selfservice/hp-15-r000-notebook-pc-series/6875200/model/7101382

Everything memory test came clean, faulty RAM could be one of the issue
Your laptop came with one 2gb stick from factory
Have you got another one, may be 4gb stick of exact same configuration, speed and voltage to check if it resolves the issue
DDR3L 1600MHz PC3L 12800 1.35V SO-DIMM SDRAM

Run memtest: https://www.tenforums.com/installation-upgrade/30344-can-not-install-64-bit-version-windows-10-home....
How did you update BIOS?
Latest version compatible with Windows 8.1: https://support.hp.com/us-en/drivers/selfservice/swdetails/hp-15-r000-notebook-pc-series/6875200/mod...

Troubleshooting involves ruling out many many involved factors.
If you're not willing to do it, you've to live with it thinking that is not the cause of your issue
This is not the official HP technical support
This is peer-to-peer consumer support forum where all members helping others are end users like you
HP maintains no official presence
If you need to find the exact fault with no troubleshooting from your side, you can any time contact HP technical support directly
