No, that is not correct.  This is a brand new HP Revolve 810 G3.  The USB ports have the little SS on the port.  On other hardware, this thumb drive works only in USB 2.0 ports without the little SS on it.  Here is a link to the specs:

The problem here is specifically with booting a USB 3.0 drive with a USB 3.0 port.  The drive is accessible after the OS loads.  It also boots fine when it's in a USB 2.0 port on other hardware.

Boot from EFI File

I appreciate that you're trying to help, but that doesn't make sense.  When you open the boot menu using F6 it bypasses the boot order making it irrelevant.
