Everytime I plug or unplug my charger from my notebook, the brightness keeps changing?!?!? Its very irritating and I've tried everything to try to fix it including going to the advanced power settings and turning off the "enable adaptive brightness." Nothing has worked, please advise.

This is "by design" -- your laptop is configured to reduce the brightness, and thus extend the battery-life, when running on the battery.

It's my understanding that this "adaptive" brightness uses your web-camera to measure the ambient light in the room, and dim the display when the light-levels are low -- no need to have "lighthouse station" brightness in a darkened room.
There are other settings for setting the brightness of the screen, on "battery" or on "AC power".

Use the "Power" settings within "Control Panel" -- there are two settings:
* brightness while running on battery;
* brightness while running on AC power.
Set the two sliders to the same value.
