It could very well be a hardware issue at this point. To find out, use the hardware diagnostics tool on an external USB.

If you're comfortable you can also try the AMD graphics card in another compatible notebook if it is available, to see it is detected right away.

Ok I ran the hardware diagnostics tool from my usb and it didn't find anything wrong with the graphics card. I would be fine with taking out the card to further test it, but my other laptop isn't compatible with it.

 

Over the weekend though, I was able to fix the other driver issues, so now only the microsoft display adapter appears with an error. The discovery I made in that process is that for some reason I'm unable to install the intel chipset drivers from the HP driver page nor can I install the ones from intel's own utility tool. I'm worried that this might be causing the issue, or at least be playing some factor in it.

It definitely cold be causing the issue. I don't think it is necessary to change insert the graphics into another notebook as you fixed that driver.

 

At this point I recommend contacting HP Support.

Yes, it is not very common for this to happen.

 

Depending on how HP Support went, I recommend creating a backup.

Since you installed Windows using an ISO file, scan for Viruses and Malware:

 

Microsoft - Protect your PC

 

Try installing the drivers in safe mode:

 

Start your PC in safe mode in Windows 10

 

You can also try updating using the HP Support Assistant:

 

HP PCs - Using HP Support Assistant (Windows 10, 8, 7)
