I've had my Compaq Presario CQ60-227ca for around 2 years now and after getting my fan blow out this last time it has stopped working. The laptop ever since I bought it was always heating up to a high temp, but the fan just always worked harder. Thinking it was the fan I had it replaced and made sure it worked before I left. Brought it home & had the same problem as I did with the other fan.
I just bought a new laptop today to replace it but I'd much rather have my old one up and running. Everything else works fine on it, windows comes up fine & works, it's just something with the fan. Thanks for any insight.

Then it is one of three things. The fan blades are clogged with dust, the fan is bad, or the fan header on the motherboard has gone bad. You need to diagnose them in that order and you will not know for sure if it is #3 until you try a new fan or test the old fan outside the case or on another laptop.

If the fan is working (spinning fast) but it still overheats, then suspect another problem like the heatsnk is not attched to the CPU properly or needs to be removed, cleaned, new thermal paste applied and reinstalled.
Also check task manager to see if the CPU is running at 50-100% all the time.

must be the header than because it was after my laptop was blown out & cleaned of dust & have already tried replacing the fan, having work only for a small amount of time.
What exactly is meant by header & how would I go about fixing it?

Please follow all the instructions mentioned in the following documents and this should help:
Fan Runs Constantly, the PC Operates Slower than Expected and Generates Heat
Reducing Heat and Fan Noise by Cleaning Air Vents

Again, fan doesn't turn on, computer has been cleaned for dust etc, and have tried replacing the fan. Fan worked for the minute the computer was on, that's it.
The area by the fan ends up heating up the most & turns off, again, the fan never ran.

Have you tried updating the BIOS on the unit? Update BIOS from this link. You will have an option in the BIOS to turn "Fan Always on", enable this, and check if the Fan rotates. In case the Fan does not work at all, the unit needs to be booked in for a repair.
