I have been having this issue with my computer for months now. I try to open programs through my start menu (the button in the bottom left screen) and the menu will not open at all. I also can not use the Kortana (SP?) search bar as that will not open or let me type anymore... It used to open up once i would restart my laptop, but now this doesn't work. I can only open the programs that are on my homescreen or pinned on my menu. Sometimes, even some of these will no longer open. I need to be able to access my other programs as I am a college student. I don't know if this is part of the same issue but now my printer and scanner will not connect to my laptop either. My laptop has also been getting slower and slower. Please help!

Thank you for posting in the HP Support forum. Welcome onboard !
I have seen similar issue like the one you describe on a notebook running Windows 8.1 but as you mention it usually fixes itself with a reboot/full restart.
If this works no more for you, you will need to perform HP Recovery / Reset to factory default condition as the operating system seems corrupted.
1. Please, shutdown the computer using the power button
2. Power it on.
2.1 As soon as you press the power-on button, keep hitting the Esc button (like tap-tap-tap).
This should open a HP Startup Menu
3. Please, choose F11 for System Recovery options.
The computer should boot from recovery partition to open you various recovery options. Note, that F11 option will only work if the recovery partition is there (not deleted) and intact.
From there, you have prenty of options to choose from.
Please, perform Windows Reset with option to keep your files and save settings.
This will "refresh" your Windows but will keep your files and certain stuff in places
