Hi, I seem to have this problem as well, and I have done a little experimenting with it.
It seems to occur at random, although one time when I put pressure around the touch pad it went into this mode.
I have found that I either need to reboot my system or open the on-screen keyboard.
One time, I was able to get the computer to go into this mode when the on-screen keyboard was up, and it displayed both control keys as being pressed. I had to click one of them via my mouse to switch off the mode that time.
During this mode, no sticky keys are activated. I checked.

I have exact same problem on my Pavilion dv6. I had this laptop for 2-3 years and it is the worst purchase I ever made. I got BIOS messages at start up that the Fan and battery don’t work, a piece of the case broke off. I’ll never buy an HP product. Ever!

I experienced the same problem too.
My Left-Ctrl Key always turned on and get me frustated.
I cant type anything, I surfed the web to find a solution how to disable this terrible key. Since I use ubuntu, internet give me this command to type in terminal:
xmodmap -e 'keycode 37 = NoSymbol'
This is solved the problem. But you know, for the first time it is so hard to type it in terminal since the ctrl key always turned on. As a customer, I dissapointed for this problem of my HP laptop.

I had this same problem and was unable to find an answer online, so hopefully this saves someone a headache in the future. It was happening roughly every 30 to 45 seconds, and it was driving me mad. In my case, the problem arose after a Windows update. Turns out an updated version of the the HP Hotkey software was installed, but the old version was not removed, so there were two services running that were trying to do the same thing, and they were conflicting with each other. To solve the problem, open the Start menu and type Services.msc. Find the HP Hotkey entry and see if there are two of them. If there are, disable one of them -- in my case, disabling the UWP version solved the problem, but yours may be different.
To disable one of the services, right-click on it and select "Properties", then select "Disabled" under the "Startup type" dropdown menu. It probably won't be clear which version is the most recent, so if you want to make sure that you're keeping the updated version, you can navigate to the directory listed in the "Path to executable" field in the Properties menu for each version and see which one has the most recent time stamp.
