- Cpu parking can't be disabled on windows 8.1

Hi there,
as the title says i can't disable core parking on windows 8.1 i have tried the regedit method and the UnparkCpu tool
but non of these methods worked
it happens randomly causing huge fps in games

so can't it be disabled on windows 8 or what ?
btw the laptop was working normaly on windows 7 64bit this problem happened after upgrading to windows 8.1 64bit

Windows 8.1 Pro 64
Intel Core i3-4005U with Intel HD Graphics 4400 (1.7 GHz, 3 MB cache, 2 cores)
AMD Radeon R5 M330 (2 GB DDR3 dedicated, switchable)
1 TB 5400 rpm SATA Hard Drive
4096 MB (4096 MB x 1) Memory
