Usb prepared using RUFUS boots into dv7 providing dos program execution such as disk test programs when window is not starting.
PCLINUXOS installed on USB flash drive or usbHDD is a good TOOL to copy data photoes to a usb or cd .
Any LINUX liveCD or LiveUSB can be used to save photoes- music etc before starting recovery of WINDOWS

I have the 'pleasure' of owning a DV7 (6150) as well and I am having exactly the same problem as the op: USB drive with bootable Linux Mint which works fine on any computer... but fails to run on any USB port on the DV7. And this is after the Windows 10 update took out Bluetooth, switchable GPU and biometric fingerprint scanner. And yes, I have set tried ALL F10 Boot Options.
I swear to God, if am dying and an HP device can save my life, I solemnly vowe to be killed on the spot. Never in my whole life will I buy another HP product!!!! What a miserable piece of junk for a freaking amount of money!
The worst part is that these problems are very well known and nothing gets done!

I FOUND THE SOLUTION!
Jesus what a hassle this was for me too..
In the bios menu, Sysem Config -> boot options -> ENABLE FLOPPY BOOT -> move "USB FLOPPY" to the top. Boots of USB now like a charm.
I'm on the Pavilion DV7 as well.
Cheers! Maybe copy paste this onto the front page or something to save people some time/troubles!
