My PC info: HP Pavilion 17 Notebook PC, F9M02UA#ABA, 5CD4030SBT
I went to the Control Panel > Systems and Security > Power Options - Choose when to turn off display, for Battery and Plugged in I set to 20 minutes. As long as I'm active with the keyboard or mouse I'm fine but if I'm just reading or studying something on the screen, without any activity, the display will shut down in a minutes time, which is very irritating. Is there something else I need to do to keep my display on for a longer period of time?

I would suggest testing out setting the sleep mode to never before starting the recovery. It is better to be safe than sorry. 🙂

In the Power Options section please click on Change Settings for your power plan, you should then see an option for Change advanced power settings. Please click on this option, then click on Restore plan defaults, and finally click OK. Now please make sure that the time you want the display to turn off is set to what you would like it to be, and click on Save changes. Does it still power down the display after a minute?

I'm sorry to hear that the above steps have not resolved the issue. At this point it does sound as though the registry key for this setting is stuck. With a registry key stuck, the only option that I can offer is to do a complete system recovery on your notebook. I have included the document 'Performing an HP System Recovery (Windows 8)'.
Please keep in mind that with this step you will lose all your information, so please back up anything important to some type of external media (ie. flash driver, or external hard drive). I have included the document 'Backing Up Your Files(Windows 8)'.

13. HP Recovery Manager prepares the computer for recovery.
NOTE: This process can take as long as 30 to 45 minutes. Do not interrupt HP Recovery Manager during the recovery process.
My PC will go to sleep within a minute without any activity. I had even set the sleep mode to "Never". Will the PC going to sleep affect the recovery process?

Before performing the HP System Recovery I tried one last experimental solution. I turned off my PC, turned it back on, checked the sleep settings and they were still set at "Never", then I waited... low-and-behold the PC did not fall asleep after a minute, two, three... it worked! It may not be the best way to solve the problem, but, I'll take it. At least now I won't have to reset all of my other PC and internet settings. (I wonder what would happen now if I reset the sleep mode back to what it originaly was... never mind, I'm not going to take any chances.)
