Device manager says Broadcom 2070 Bluetooth is working properly.  But, there is no Bluetooth icon in the tray and no Bluetooth settings available from the control panel that I can find.  In "Network Connections", I can right click on "Bluetooth Network Connection 2", left click Properties, click the Bluetooth tab, but then clicking on the link "Bluetooth Settings" does nothing.  Clicking on the link "Manage Bluetooth Personal Area Network Devices" opens a window that says "No Items Match Your Search".  I click the "Add a Device" and it says "Searching for devices" but nothing happens, despite my Blackberry Q10 being right here, awake, and Bluetooth discoverable.

I have searched for an answer but no luck.  I'll be gratefull for any help with this.
