The EliteBook 8470p USB 3.0 ports which are on the left hand side of the PC (near the DC in) is not recognising USB 3.0 devices.
OS is Windows XP Professional SP3 and the BIOS was updated to the latest available on the HP site.
Any suggestions please?

It just dawned on me that I had missed a vital part of your first post, the words:
OS is XP pro.
XP pro does NOT support USB 3.0

Is it all USB devices that are not recognized?
From the top of my head, I'd suggest updating the chipset drivers since they also control the USB ports.

Just to make sure I understand you correctly.
Please let me know youer answer to the following:
1: All USB 3.0 devices are not recognized in any of your USB ports, even the 2.0 one
or
2: All USP devices are not recognized in any of the USB ports (both 2.0 and 3.0)
or
3: Only USB 3.0 devices are not recognized in the 3.0 USB ports but are recognized in the 2.0 USB port

1: All USB 3.0 devices are not recognized in any of your USB ports, even the 2.0 one
or
2: All USP devices are not recognized in any of the USB ports (both 2.0 and 3.0)
or
3: Only USB 3.0 devices are not recognized in the 3.0 USB ports but are recognized in the 2.0 USB port
USB 2.0 devices are recognized in all 4 ports.
USB 3.0 devices are recognized in the two USB 2.0 ports.

Have you by any chance done an overclocking on this system Keneth?
If so, please try turning back that overclock and see if that solves the issue

Ok, I'm seeing two possible scenarios.
The fast one is resetting the BIOS to default values.
You do that by, at power on, press the Esc key multiple times.
This will take you to the "Hp Start-up menu".
In here you press the F10 button to go to the BIOS
Inside the BIOS you press the F9 button to reset to defaults.
You won't see much change most likely but the BIOS will have reset itself in a matter of a splitsecond.
Now press the F10 key to "exit saving changes"
The computer will now reboot into windows.
You can then try to connect your USB 3.0 devices in the 3.0 ports.
