I received the smc.bin file from HP Support to reset the password on my Elitebook 8470P today.
After that I just copied the file onto a bootable USB flash drive and booted the laptop while holding down windows Key + up/dn arrow, then hit F10 and select re-initialize password.
It worked like a champ, I think your laptop still needs to be under warranty to get this service, also tier 1 service will not be much help, you will need to ask for the file and request they elevate the service call.
Hope this helps others in the future.

DW.
There are no master password generators for ProBooks or EliteBooks and most business class laptops.
If you can boot and still access a Windows OS try this first.
HP BIOS Configuration Utility.

User guide here.

If not then try this.
Contact HP.

Mazzif’s program will detect your UUID, Serial Number and model number then use that information to produce an .exe file to clear the password.
If you find it to be too technical then.
Replace the BIOS chip.
If you have good soldering skills order the BIOS chip. You will receive a picture of the chips location after purchase.

ME: On the current versions of this utility the ability to remove the old password without knowing the currently installed one has been disabled, Versions prior to this feature being removed do not seem to work with the newer laptops (after around 2012).

ME: I have a support case open with HP and have been waiting for around 3 days for the response, sadly the first tier of tech support did not know as much as I have learned about reseting these passwords. HP must generate reset file unique to my machine, I then boot the computer on USB with this file installed and it will clear my current password.

ME: From what I have read in Mazzif's comments his utility will not work with the Elitebook 2170P or any of the "70" series of Elitebooks.
Replace the BIOS chip.
ME: I have removed the passord chip on other computers in the past, cleared them and re-installed, not sure it is worth the effort in this case

FYI: Mazzif’s "program" is basically a hex editor combined with illegally reverse engineered HP Restricted Secret Technology. This is extreamly obvious in this older versions where he was too lazy to even hex out the "HP Restricted" text in some of the tools.
Don't believe me? Download "his" tools and look in the hidden "bin" folder, then run the binary (which was made by HP) that matches your notebook model. You'll get a message stating the UUID is incorrect and that it can't be used on that machine. Then run his tool and you will notice it copies the file you just ran to a different location, makes an WMI call enumerating the UUID, then hex edits your UUID into the copy of the binary, thus replacing the original. Then his tool executes the newly updated binary, supressing the output of the HP Tool and the BIOS gets reset.
He must work in a computer repair shop or in an IT department or something which gives him access to call HP support officially to reset the BIOS using the official HP tools. Then he turns around, slaps them into "his" own tools and proceeds to commit Interstate Wire Fraud (along with a numerous other charges) by charging people $25 to reset the BIOS in the laptop that people "found", stole, had the misfortune to unknownly purchase a "found" or stolen laptop, or the remaining .05% of the laptop owners who actually purchased the laptop's new, set a password, and forgot it... all with tools and technology he stole from HP.

Your absolutely correct.
That's how Dogbert Engineered these 12 generators.
