I got exactly the same problem and I fixed it by rolling back to a previous wi-fi driver one by one. This is explained in my post in more details:

In my case the best wi-fi driver in terms of quality is 3.7 (08 Feb 2013)

Can you share the version numbers of the drivers you have gotten for HP Tech ?

After struggling around with this problem, following most of the suggestions you left, updating to the most recent HP released wi-fi driver, changing the adapter power settings, rolling back to previous versions of the drivers...
I decided to google for Qualcomm's drivers instead of HP's.
I found this one: http://drivers.downloadatoz.com/vendor_atheros_type_network-card/415775,atheros-ar6004-wifi-adapter-...

Then I uninstalled the device in device manager, rebooted, looked for new devices and used the driver I downloaded.

It has been working for longer than ever. Will update in a few days.

This is the WIFI driver that I was given by HP tech:

I have not extensively tested it yet, but in my usual environments, it has worked ok.  On one occasion, in a new network, I had to reset my wifi adapter, and it located the wireless networks just fine.   I have always said that you make changes at your own peril, but the inconsistent WIFI has up until now been a frustrating problem.  Running the wireless troubleshooter is sometimes helpful in new WIFI environments.

WIFI problems persist at one clinic. When there is no WIFI there is no BT. Running the WIFI troubleshooter gets WIFI reconnected, but it lasts only minutes. HP has now escalated my case to Level II. The Tech sent me a BIOS update and I will try that first, before I send the ElitePad back in to HP for replacement of the WIFI card. So it goes....

There is a new driver and it fixed the wifi for me. It is SP61232 and can be found here ..

I also replaced my 7 yr old Linksys router with a new Netgear N750 which may have helped.

The BIOS update failed due to a "1722" error. The EP is now at Level II and they are to write code to install the BIOS upgrade. The device, at this time, is running fine. Will update as more follows.

I talked to Level II Support and they recommended that I update the WIFI driver to the most current version from the HP Driver and Support section. I updated the driver and tested it today on the open (unsecured) public network that I could get on before, but could not stay on. It is now functioning perfectly. So, I am very pleased.

first I uninstalled windows update KB2781197 and thought this fixes the issue, but 5 minutes later my wlan status switched to limited :smileysad:

 

then I installed the newest wlan driver from teh HP website:

and now, since 20 minutes the connection is stable. I never had a stable connection for a so long time :smileyhappy:
