The new HP Spectre x360 13" I just purchased for my wife (2017 Model, FHD, 8GB / 256GB) has its cooling fan running almost all the time, even for most basic things like just surfing the web. The only programs open are the web browser (Chrome, FireFox, Edge ... doesn't make a difference, which one is used ... and Norton Internet Security), so there really isn't any load on the CPU that would require the cooling fan to spin up to full force.
The device is also emitting a noticable noise and the bottom of the device can get rather hot to the touch, making it uncomfortable to rest on ones legs without some protective layers of cloting in between.

Hi.. Please update the BIOS firmware on your laptop to latest.
You can do this by going on to HP website:

As per the Above Reply Go ahead with the BIOS update
Follow the below document for to maintain the HP PC
Because this is a Notebook pc and avoid using the PC by keeping it in your LAP

The BIOS and all drivers are at their latest release already, as those were the first steps taken prior to posting here. 🙂
The task manager is showing that the "The HP Support Solutions Framework" is the one responsible for driving up CPU load, by almost permanently using 80-90% of the CPU, therefore heating up the CPU.
Once I manually stop this service in the task manager and once the CPU has cooled down after a couple of minutes, the fan stays off afterwards.
I have not found a way to prevent this service from starting automatically every time the device boots up, and uninstalling it is only possible if I also uninstall the overall HP Support software, which is otherwise helpful when checking for BIOS or other relevant updates.

I have to second this report, the almost same model I have (except 512 SSD) shows the same problem: cpu fan can come up without excessive load, and toasty bottom. I didn't think this can be THIS ANNOYING, and there seems to be no fix for this. I am on the verge of returning it.
