Yes, it should. But I give this example:
 
I had an issue with an HP I bought earlier this year (and returned the next day). Fresh from the box, when headphones or external speakers were plugged in to the jack, depending on the program being used, the internal speakers may or may not be overruled. When no device was plugged in to the external port, the speakers worked optimally. When a device was plugged in to the headphones port, some programs (like Skype) would play through both the internal speakers and the headphones. Some programs (like Shaiya) would play only through the internal speakers, even though the headphones or externals were plugged in.
 
Every HP model in the local Best Buy performed the same way. I know, because I personally tested it (using Skype) on a display model of the one I bought the previous day. I tested it on other models. I downloaded Skype on to a few computers that did not have it already.
 
This could have been a non-functioning jack, if it were "across the board" with all programs, or if the internals turned off or not, whether or not the headphones played.
 
The fact that it was program dependent, even though other manufacturers did not have the issude with the same programs, suggests to me that it was a driver issue.

To my knowledge, a long time. I am uncertain exactly how long, since the user thought this was normal until recently when discussing key usage.
