Pavilion g7-1251er
Microsoft Windows 7 (64-bit)

I've tested in 2 different programs that F9 and F10 keystrokes do not seem to come to the programs. Other functional keys (F1-F8, F11, F12) work. Combinations of F9 or F10 + something work, e.g. Ctrl+F9. Fn+F9 and Fn+10 also work (decrease or increase volume). When I boot to BIOS Setup, F9 and F10 keys seem to work there. But neither F9 nor F10 work  when Windows is loaded.

Could you tell me how to fix F9 and F10 keys?

They are very important for development in Visual Studio: F9 sets a breakpoint and F10 steps over in debug.

The problem is on Laptop HP Pavilion g7-1251er.

The issue happens not only in Visual Studio, but also in the other applications on the laptop. It is a problem with the laptop, drivers or Windows.

Fn+F9 and Fn+F10 increase and decrease volume. F9 and F10 alone do not (I configured in BIOS the functional keys to work without Fn for their normal purpose, and to use Fn+functional key for quick launch).
