Has there been a resolutions to this problem? I'm having the same issue. Windows 11 was preinstalled on my machine. The only updates installed are the ones suggested by HP.

I will see If I can help.

Try:

Make sure the app is closed.

Start/Settings/Apps/Apps & features

Search for "HP"

On the three vertical dots by HP Command Center, click Advanced options

Then click Repair and wait for Repair to finish.

Then click Reset and wait for Reset to finish.

There many be a couple of prompts, Click OK through the prompts.

Then re-try, HP Command Center.

Personally, I think the HP Command Center is buggy.  It allows me to control the fans. It stays, for now.

BEWARE, I dont think anyone had found HP Command Center anywhere where you can download a different version. If you uninstall, it may be gone forever.

Good luck.

Steve
