Give the Ralink/Motorola Bluetooth driver a try.

By "I formatted" do you mean to say that you did a recovery or a system restore or a clean install?
It also helps in a big way if you state which operating system is installed.
If you did a recovery then you can install the driver from the recovery manager. It will have the driver that is suitable for the instaled hardware and the original operating system.
What is the installed operating system?
Open the Device Manager as seen in the following images and find the hardware ids information and post the entire alphanumeric string here in your thread or post an image of what is seen by use of the snipping tool.
Right click on the bluetooth adapter device and select properties. Once the properties window is open, select the details tab and then use the drop down to select hardware ids.

I opened the device manager and got to the hardware ids ... ( USB\VID_148F&PID_1000&REV_5276
USB\VID_418F&PID_1000)
Right now its CSR bluetooth device which I think its the dafault bluetooth to wondows)

That is not the hardware ids information.
What you should post is the PCI\VEN alphanumeric string as in the image I posted for you.
