Welcome to the HP Support Forums!
I understand that your Touch Screen is not working on your new HP Envy TouchSmart Notebook. I will try my best to help you with this. The Touch screen should be on by default. But, just in case it was disabled inadvertently, try the steps in this document for Troubleshooting Touch Screen Issues in Windows 8.
You can also try these steps to make sure that the Touch screen is enabled.
1. Press the Windows logo key + X.
2. Select Device Manager from the list.
3. Click the little arrow next to Human Interface Devices to expand the list.
4. Click the touch screen driver (in my case, NextWindow Voltron Touch Screen).
5. Right-click, and select Enable from the list.
If this does not work, then to better guide you, could you please tell me the full model or product number of your computer and the operating system that is running on it. Here are some guides for How Do I Find My Model Number or Product Number? and Which Windows operating system am I running?.

Actually, after a few days of not hearing back, I took it back to the store I got it from for help, and they determined that it was just a faulty touchscreen, so they gave me a new one. Thanks for the response though. I really do appreciate it.

I recently got the Windows 10 update on my HP ENVY m6 Notebook. Soon after the upgrade the touch screen started behaving strangely. Now I can use my finger as a mouse pointer and can only click on buttons and slide bar. I cannot scroll the screen or screen content by touching the middle of screen and moving my finger up or down or left or right. This was working perferctly before the upgrade. I tried to update the driver but could not see the Touch Screen option in HID in device manager. What should I do???
