Called HP, talked to someone on tier 1, who gave me a "corrected" email address of hppowercord.ams_bulk@hp.com. When that bounced back, they also had me try sending it from another email (my personal gmail), which yielded the same result.
They then transferred me to the "team" in charge of the recall... my call was transferred to the service department of a Chevrolet dealership 4 states north of here.
Very frustrating - need to get the ball rolling on a bulk replacement and this form is unacceptably cumbersome to do one by one.

I am sad to hear this. The corrected email ID provided to you should have been correct yet you are still getting an Undeliverable response? Can you attach that reply via PM to me and I will get it escalated further?
Can you tell me any call references such as the phone number you used when you called or a Case number if any provided by the transferring agent? I will get this investigated.
Please send ALL details I am requesting via email.

If you have >50 potentially affected notebooks/powercords please send an email to this regional email address with "Bulk Order Request" in the subject line.

On another forum, I found this:
Since it is a bulk order and if you are in UK, Ireland or Africa, all you have to do is write an email to HPPowerCord_EMEA.Bulk@HP.com and they will sort this out for you.
Based on that, I tried sending an email to HPPowerCord_AMS.Bulk@HP.com and it has not bounced yet. No reply either though...

All,
If you have more than 50 affected power cords please use the Bulk email ordering process.
Bulk Ordering email : HPpowercord.ams_bulk@hp.com
If you have less than 50 affected power cords you must use the website for ordering.
