What is a "hp Security ID" ? and what does it mean when there is a "hp Security ID" label on a hardware of an other brand?

Here is a picture of a laptop Ram of a known brand with a hp Security ID label on it:

 I searched the part number on hp website (here) but it seems this PN is not associated with any of hp products.  What is the S/C number on the label about? and finally, how can I be sure that if the label is genuine or not?
