Hello!
A few days ago, my battery stopped charging all together. I ran some tests and it said my battery should be replaced as soon as possible. I assumed it was a faulty battery and so ordered a new one from HP from their parts store. It charged until 25%, then stopped all together and did the same thing that the last battery was doing. I shut down the computer, and did a system diagnotics tests. It says the same thing as it did before.
Now I'm guessing this isn't a battery issue, rather a computer issue. Does anyone have any suggestions? 😕

I suggest you do troubleshooting steps for your Notebook power supply, system motherboard, battery & lastly Calibrating the battery.

Did you try uninstalling Microsoft ACPI Battery adapter controller after powering on your Notebook in AC adapter, from Device Manager & reinstall it by restarting with battery put in?
