I had to go to HP website and manually download the synaptic drivers to the laptop once I did that I was able to double tap the little dot in the upper left corner and the touchpad was disabled.

I just got a HP EliteBook and am having fits trying to turn off the touch pad.   Also - my scroll button can't be shut off.   Typing is not fun with the touchpad so touchy.

Here is what I found on this topic and it worked for me.

 

Step 1

Click the Windows "Start" button and type "mouse" in the Search field.

 
Step 2

Click "Mouse" to open the Mouse Properties window.

 

Step 3

Click the "Device Settings" tab and click "Enable" or "Disable." If a confirmation message pops up, click "OK."
