I have the same bio screen. I cannot find the boot options either.

I believe I solved this one. Just get a keyboard with a pc power on button. I have Spectre x360 13 2018 model with an old wireless Logitech keyboard with one of those unifying dongles. It has a power button on it and works like a charm every time.
