Are you adding fonts specifically for a program?
All you need to do is right-click on a font file and click "install" to install it to your system. You can also just drag the font into the Windows fonts folder and it will install them.
Be careful about installing too many fonts at once, as it could slow down your system. If you have many fonts to install, it's best to use a font manager so that you can install fonts only when needed for design.

You can use AMP Font Viewer to manage your fonts. It's free and does a pretty good job.
