The answer was indeed under the AMD Catalyst Control Center -> Power Play -> Uncheck Vari-Bright.
This was driving me up the freaking wall, and wanted to post a thank you, and hopefully get this thread bumped up when searched upon so others may find it! 🙂

OMG THANK YOU!!!!!
I have been struggling trying to find the answer and you had it! Holy complicated!!!!! Going through the battery icon, adjust brightness, change advanced settings, display, diable the stupid adaptive and the power performance.
