I want to manually set the fan to run at full speed before I start a game.
This is because the fan kicks in too late to cool the cpu and gpu, and it doesn't go all the way up to 100% speed. Instead, when the cpu or gpu begin to heat up, the fan only comes up to about 50%, and then the system starts to lower performance.
The fan only ran at 100% speed when I was updating the BIOS, thats how I came to know it can run a lot faster than it usually does.
The vents are not blocked, and everything is very clean, ie no dust anywhere.

PeerOne is correct.
However, there are a couple of things you can try- these won't let you control the fan manually, but they might solve the game lag problem:
1>Check CPU cooling policy is set to "Active", not "Passive".
If (1) doesn't solve your problem, update the BIOS.
A newer BIOS might control the fan speeds differently.

I know that, but I want to know why the fan never goes above 50% making the performance sluggish. It should go up to 100% when I start a power hungry program (for example IntelBurn Test). Like I said I know the fan can run twice as fast because it does run at 100% when I am updating BIOS.

Thank you johnwinchester, but I have already tried those things. Do you have any other ideas about what might be the problem? I repeat that the fan never goes above 50% except when I am updating the BIOS.
