You mean with the webcam?

If you are using a webcam, then you will most likely have some sort of third-party software, that will allow you to capture an image, and probably video using the webcam.

 

If you are trying to take a picture of your screen however, this is what you need to do:

1. Get the screen like you want it to look.

2. Press the Print Screen button (PrtSc, right of the Scroll Lock)

3. Open up paint, and goto Edit -> Paste

4. Save the picture in the format you want, and now you can do whatever you want with it.
