Did you read my original post?  I know my boot password.  I just don't want to be asked for it every time I turn my computer on.   Still no one has answered the question of how I turn that off.

Deleting a BIOS administrator password

1. Turn on or restart the computer, and then press esc while the “Press the ESC key for Startup

Menu” message is displayed at the bottom of the screen.

2. Press f10 to enter Computer Setup.

3. Use a pointing device or the arrow keys to select Security > Change Password, and then press

enter.

4. When prompted, type your current password.

5. When prompted for the new password, leave the field empty, and then press enter.

6. Read the warning. To continue, select YES.

7. When prompted to type your new password again, leave the field empty, and then press enter.

8. To save your changes and exit Computer Setup, click the Save icon in the lower-left corner of

the screen, and then follow the on-screen instructions.

Use the arrow keys to select File > Save Changes and Exit, and then press enter.

Your changes go into effect when the computer restarts.

Ok, I made a mistake this time.  I used F10 to get to the BIOS setup instead of ESC as suggested.  There is a difference as it turns out.  If you use ESC it shows you two accounts you can log in with and although it is impossible to tell which one is selected (sigh!) you can by experimentation get to the BIOS administrator account.  Which I did and then I saw the the Change Password option.   

 

HOWEVER!  When I changed the password to no password and re-booted, it still showed me the Enter Password screen so this DID NOT FIX THE PROBLEM.  It wants the password for the user account apparently, not the BIOS admin.  I still don't know how to eliminate that screen.

I do not know whether you have found a solution to this, and although I do not work for HP I know the solution to the problem. To remove that log into the "F10" 🙂 with "Guest User" which is actually the admin user. Go to security and then account management. Simply delete your account so that only admin account displays. Now you just save and exit. Should boot without a problem. Just tnought I wanted to post that for anyone with the same problem. This is not a firmware problem. I have already done two client computers.
