So I called HP Support and had them walk through the BIOS and they finally found the VT-x enable under Security > System Security.  Enabled it and Workstation 14 works fine even with ESXi as VM OS.

Thanks for posting. I had the same issue trying to run VMWare Workstation on a HP Z6 G4.  I was looking for a button to enable VT-x in the 'System' BIOS submenu, but this thread helped me find it in 'Security/System Security'.
