Welcome to the HP Support forum.
It would be great if you could provide your full HP product model and product number (PN) > http://support.hp.com/us-en/document/c00033108
Double check the connections (the cables) and also try to connect the monitor, keep it connected and turned on and restart the PC this way.
Ensure you run the latest chipset and video card drivers - taken from HP website http://support.hp.com/us-en/drivers or via the Device Manager method > http://support.hp.com/us-en/document/c03330139

My laptop is the HP ENVY m6 Notebook PC
Product: D1C68UA#ABA
Model: m6-1205dx
The PC comes on but it won't give a signal to the monitor not the TV using the cable that connects them. How can I get the monitor screen to display?

I guess he did read your advise.
But how can he check chpset drivers if no internal orexternal monitor working 🙂 ????
If you connect second external motnitor it should come outomaticaly in duplicate mode.
I think he got some kind of wierd hardware level issue

As per my understanding, the original poster has issues with external monitor, not with the built-in display. The built-in display (if it does not work) will not display any info such as "no signal" or other (these kind of messages appear only from external monitors).
Therefore, the original poster could perform the suggestion using the built-in display of the computer.
I agree with you, it will probably end up some hardware related problem but yet, we need to go through all the possibilities.

ok you might are right, i misunderstand his pexplanation of problem he mentionet laptop and has no screen on as no tv screen on.
So basicly he has just to update all drivers as you have said chipset and second video drivers as if he has just basic microsoft video drivers thats why he has no output to external monitors ir tv's
