USB boot drive is amongst the choices for boot drives in BIOS.
In BIOS you should select USB hard disk as first in the boot order.
If your pendrive does not boot that indicates that there could be a problem with the method you have used to try to make the pen drive bootable.
Please provide some details on the method you have used and the file system involved. Do not feel alone many people have difficulty with this. A test would be to download and install a Linux Ubuntu live version and burn it to a USB drive. The instructions and links to do so are on this web document.
If you are trying to install a Windows operating system a different methodology applies.
