If your laptop already have windows 7 installed by hp, you can download approriate bios file from hp support site, then use phoenix tools (judt google) to decrypt, youll get the sig and bin files that way.
If your laptop is a windows 8, the only way to find the sig file is mount the EFI partition (FAT32 267MB) and hope its still there, otherwise, you have to bring it to HP service. Goodluck

I already tried to decrypt the Windows 7 bios with Pheonix tools but there was no .bin or.sig files there.  Has anyone else come across this?

Just a small side note to your  solution which worked for me. HP DM4-2100eb

If you are not able to flash it under Windows.

 

1) I unrarred (used winrar) the exe of the BIOS update from HP

2) If you have an fd file (Insyde BIOS) to convert it to a BIN and a SIG use Andy's Tool Phoenix Tool

3) Rename de 01651 .fd.DEC to 01651.BIN (01651 is my mobo/BIOS reference)

3a) Don't know whether this is required. Made a copy of the RSA.SIGN and called it 01651.SIG (01651 was my fd file name)

4) Copy the 3 files (aslo original RSA.SIG to the X:\Hewlett-Packard\BIOS\New of the USB HP TOOLS

5) Insert USB stick in laptop

6) Press F2 after pressing the power button

 

Hope this helps somebody because I've been looking for this addition for hours.

Installing the  HP PC Hardware Diagnostics  will install the  UEFI Support Environment and the HP PC Hardware Diagnostics UEFI as a software\firmware package if you install it to the hard disk of the notebook instead of to a USB flashdrive.
