Some questions:
1. Is your product in Warranty?
2. Do you know how the BIOS was corrupted?

1. No it doesnt have.
2. The bios was corrupted once i change the boot order on uefi/bios

plug in the USB stick with the new BIOS
Power on the System and Push ESC
Boot form the USB stick

Are you sure the BIOS is actually the cause.
Is there a likely cause why you think your laptop died. (did you drop it; where you flashing the BIOS but did it get interrupted...)
If you are not sure the BIOS is the cause, first try these things:
First remove the battery and press the ON button for a while. Check whether this helps.
Secondly remove the RAM and only plug in reseat it. If you have 2 RAM bars, plug in only one of the 2 and if that doesn't help plug in the other one. Remove power plug and battery before doing so.
Side note: I also downloaded the sp66269.exe it indeed contains an .fd file but it says not a Phoenix\Dell\Insyde BIOS.
So I think this solution indeed doens't work for you. Sorry.

I think you've made a BIOS mod
The System must in the HP Repaircenter
