Something went wrong when I downloaded the file

https://ftp.hp.com/pub/softpaq/sp148001-148500/sp148178.exe

The name is Intel Processing Unit and the description is:

This package provides the Intel Imaging Processing Unit (IPU) driver for supported computer models running a supported operating system. The Imaging Processing Unit (IPU) provides advanced imaging functionality for still and video capture on mobile devices.

Installed it no change.

I can reset the laptop with a new windows install but I need some more time for that.

Thx again for your time!

Sorry that did not work.  Possibly there is a hardware problem and if under warranty it can be fixed

Instead of a reset you may want to do a factory restore and see if the IR camera shows up

go to the below site and enter your full product ID

obviously, a factory restore will remove  all your recent files.
