Model - HP 250 G3 Notebook PC

Doing some troubleshooting shows that whenever I plug in the power cable the white LED power light remains on, until I attempt to turn on the laptop, to which then the power button blinks twice white with a long pause inbetween and both the power button and power light turn off (even when the charger is still plugged in).

 

I'm unsure if these blinks are the error warning or not, as most articles seem to say that it only happens with Num/Caps Lock.

 

I have yet to remove the battery as it is a built-in battery that requires unscrewing, and would rather wait to see if the issue is easily resolvable.

 

The only solutions I can think of right now is resetting the BIOS, resetting / replacing the CMOS battery or trying to find a piece of hardware that has failed as I don't think that it's a power supply or battery issue, but I could be wrong.
