My laptop came pre-installed with windows-8 64-bit OS. Can I download and install ubuntu linux latest version-16.04.2? If i ge to install it successfully, then in future can I re-install windows8 again with recovery CD?

Yes, you can install Linux based OS such as Ubuntu.
Yes, if you have a recovery media created you can later restore to Windows.
Some tips:
- ensure Secure Boot is disabled in BIOS
- ensure Legacy Mode is enabled in BIOS

so that you can boot from the Ubuntu live media (DVD or USB drive).
By the way, welcome to the Tux world. I have yet to see a real Linux user to come back to Windows. Once on the other side of the river, you will probably never want to come back to Microsoft-landia 🙂
