I suggest using the HP PC Hardware Diagnostics UEFI utility to check the battery, power adapter and the System board.

 

Power on and immediately tap the Esc key. In the menu that appears click on and choose the F2 key to invoke the Diagnostics.

 

When you plug in the power adapter does the power LED light up?

What color is it?   Usually it will be amber or white in color.

Hello and thank you.  Diagnostics say battery is good.  When plugging in the AC adaptor while the laptop is running, no light comes on at all.  If I close the laptop, then the orange light turns on and laptop starts to charge until it's full, but this only happens while laptop is closed or powered off.  So,  to some degree at least the AC adaptor is working as well.

I am sorry, I did read your post.  I did tried what you mentioned even long before my post.   I tried most of basic solutions when you google the problem.  Also, updated drivers.  Updated BIOS directly from HP support site.    Uninstalled Battery drivers and reinstalled them over. I ran diagnostics as you mentioned on battery, battery say it was good 65%.  Tested AC adaptor using voltmeter it displayed the correct voltage.    Basically tried everything I can think of.   

 

The laptop cab be charged while off at 100%.   If the laptop if is used normally without and heavy stress such as game play, I can get at least 1.5 hours battery life time.  If I play a video game I get about 30 mins of game play before full battery drain.  So, this does not look like a hardware problem,
