And was able to get to that website. However, the rest of your address is incomplete here and I suspect that is what is causing the problem. It trails off with 8F…
What is the complete address?

I have a better idea...
Generate the download file yourself. You don't even need a link...other than to download the program that generates the files...
https://www.heidoc.net/joomla/technology-science/microsoft/67-microsoft-windows-iso-download-tool
Click on the link labeled Windows ISO Downloader.exe
You can use either the:
Win 7 Home Premium/Pro (as applicable) SP1 or the (Retail version, but the OEM key on your PC's case will work with it)
Win 7 Home Premium/Pro (as applicable) SP1 COEM (This version would be for what HP would have used--System Builder)
N is for European countries.
K is for South Korean markets.

Well, Paul, thanks for your patience.
You would think for a problem like this that is so so common, there were be a very simple – – one click – – way to fix it.
Just so you will know, Trying to do it, I had to make a trip to the library, spent about a half hour looking at all the different choices and verbiage – – Only to come home with a disk that did not do the job.
Thanks again for your help.
